This is the first time after the formation of Haryana, that a party has given a hat-trick to the government. BJP has won in doing this. Now party leaders and many analysts are calling it Modi’s magic. Some people are linking it with Jat-non-Jat. Some people are calling it a defeat for Congress. These are the same people who were never tired of citing the reasons for forming the Congress government after the exit polls. There is a saying – Those who shout victory in war also have importance. In such a situation, there is no denial of anyone’s claim, but does former Chief Minister Manohar Lal Khattar have no role in the BJP government’s hat-trick? Was there no point in the policies of the person who ran the government for nine and a half years? The role of the organization is important in electoral victory or defeat, but what about the person leading it?
How can the role of provincial leadership be denied after central leadership?
During 58 years, political parties formed governments several times. Some even tasted power twice in a row, but no one scored a hat-trick. Before 2014, the number of BJP MLAs did not even reach double figures. After the formation of the BJP government under the leadership of Narendra Modi at the Center in the 2014 Lok Sabha elections, BJP also ousted the 10-year-old Congress government in Haryana. Manohar Lal Khattar became the head of the new government. He had a lot of experience in Sangh and organization, but his name was new to the common people. Some people also expressed apprehension that how will they be able to run the government? Many times the opposition also made fun of him. Manohar Lal kept listening to everything. Keep enduring. Keep working. Calm.
After becoming the Chief Minister in 2014, he started the CM Window to listen to the complaints of the public. The government was formed in October and on 24 December 2014, a window was opened where anyone could put forward their complaints. When the public had to run to the MLA’s residence, or to the District Officer or even to Chandigarh with their complaints, an initiative of Manohar Lal Khattar gave them an opportunity to complain over the phone itself. After this, online transfer-posting, schemes for farmer welfare, which could be applied without going to any office. Many such steps made Manohar Lal the favorite Chief Minister of the people. Even though there may have been some incidents of paper leaking, it was equally true that the son of a vegetable seller or a rickshaw puller became an officer in Haryana. The portals brought for transparency started stinging the eyes of the opposition. They started raising questions on him because the number of people coming to him with complaints was continuously decreasing.
In the last budget session itself, MLA Harvinder Kalyan had said – ‘By doing the work of system change and good governance, the Chief Minister has left an indelible mark on the hearts of the common citizens. The opposition calls the government of the portal but the portal does not discriminate against anyone, this In this way the government has worked to directly benefit the needy. At present 681 schemes are being made available online.
Do you understand the meaning of 681 schemes going online? Be it ‘Mera Pani Meri Virasat Yojana’ brought for the farmers or the implementation of ‘Online Transfer Policy’ and various initiatives for the youth… Manohar Lal’s government did a commendable job for the employees. The credit for taking Gita to the international level also goes to Manohar Lal. Harvinder Kalyan, MLA from Gharaunda, says that ‘Manohar Lal has implemented the message of Geeta and has shown himself to be an efficient and justice-loving ruler.’
During his tenure of 9 and a half years, the entire state saw improvement in the power system. Whereas earlier electricity was available for 6-8 hours, now till February 2024, 24 hours electricity supply has been guaranteed. In 2014, there were 11 sugar mills in Haryana, now there are 14. Many mills were renovated. The number of colleges increased from 105 to 182. Universities increased from 43 to 56, ITIs from 142 to 192, medical colleges from 7 to 15, health institutes from 3944 to 4,266 and the length of roads increased from 23,548 kilometers to more than 28,000 kilometers.
In the Manohar government itself, the ex-gratia amount for the families of martyred soldiers has been increased to Rs 50 lakh. Earlier this amount was Rs 20 lakh. Arrangements of Rs 15-35 lakh were made for the injured soldiers. And on the basis of compassion, the Manohar government gave more than 300 jobs, whereas earlier during the Hooda government of Congress, this number was only 6.
Meaningful results were seen in the Beti Bachao Beti Padhao campaign started from Panipat. In 2014 the sex ratio was 681 which has increased to 941. For the safety of women, the number of women police stations was continuously increased. During the tenure of Manohar Lal Khattar as the Chief Minister, their number has increased to 33. Work has been done to expand Government Women’s College from 29 to 61. There are so many such works which can be counted but after running the government for 9 and a half years, the organization felt anti-incumbency and had to step down in March 2024. Politics and policy are different. Power is achieved only through politics and policy is made only by sitting in power. And at least there was no flaw in Manohar Lal’s policies. Whatever else happens, happens.
