Patna:- Bihar government has taken a big decision regarding transfer and posting of teachers, which is now ready to be implemented in the state. With this new policy, old and competency examination passed teachers appointed by BPSC will get the opportunity of posting in their home district. However, various teachers unions of Bihar have strongly opposed this policy. Objections have been raised on many points by the unions. Regarding this, Local 18 talked to the state presidents of Teachers Association Bihar, Bihar School Teachers Association and TET Elementary Teachers Association. Everyone has called it unfair and demanded its improvement. The unions say that if the government does not reconsider this, the matter may reach the High Court.
Protest from teacher unions, questions over ignoring suggestions
State President of Bihar School Teachers Association, Amit Vikram said that this policy has been made without keeping in mind the suggestions of teachers unions. He alleged that the government has prepared this policy without communicating with the teachers. Amit Vikram believes that there are many serious flaws in this policy, which need improvement. If this is not discussed soon, the matter will go to court and till then this policy will not be implemented.
Where will male teachers go in districts with one subdivision?
Raising questions on the new policy, TET Primary Teachers Association leader Raju Singh said that the provision of posting male teachers at sub-divisional level is not right. He demanded that transfer of teachers who have passed the qualification should be voluntary and not mandatory. In many districts there is only one sub-division, in such a situation what would be the appropriate option for male teachers? Raju Singh also demanded that teachers with disabilities and suffering from serious diseases should be given posting in Griha Panchayat, so that they can get relief.
“Dug the mountain, out comes the snake”
State President of Teachers Association Bihar, Keshav Kumar also expressed dissatisfaction with this policy. He described this policy as a cause of trouble for teachers and said that looking at this policy it seems that ‘a mountain has been dug and a snake has emerged’. There are many shortcomings in this manual, which are unfair for the women teachers of the state. They allege that women teachers from Bihar are getting posting in villages, while teachers from outside states are getting posting in urban areas, which is unjust.
Main objections, concerns of teachers unions
1. Male teachers will not be posted in their home sub-division, whereas in many districts there is only one sub-division. In this situation, where will the male teachers there go? Whereas in the result card issued by BSEB, he has been allotted his home district.
2. Why are women teachers from urban areas being posted in remote villages? What is the problem in posting in home municipal body?
3. Why will teachers with disabilities and serious illnesses not get posting in Griha Panchayat or Municipal Body?
4. Why is the provision of forced transfer every five years, which was never there before, being implemented now?
5. With this policy, teachers from UP and Jharkhand will get the benefit of posting in urban areas, while women teachers from Bihar are being sent to villages.

Demand of unions: Transfer should be done at block level
Teachers unions suggest that the government should do the transfer at the block level instead of the subdivision level. Apart from this, in case of husband and wife, posting should be done together in the adjacent block instead of the home sub-division, so that family problems do not arise. After this decision of the government, it now remains to be seen whether the demands of the teachers unions will be heeded or this matter will go to court.
